The Disruptor was a criminal with criminal inclinations to conquer the world. To that end he hired Professor Thaxton, a biological specialist to create a new super-henchman for him as a prototype for an army of super-henchmen. Disruptor also used his alter ego and posed as an out-of-the-blue candidate for mayor of New York City to launch his political career. He cleverly staged attacks on his campaign from his henchmen posing as underworld types to add emphasis to his conservative platform. (Amazing Spider-Man vol.1 #118 Mar 1973)

Thaxton, created a ten-foot tall behemoth, called Smasher, for him from a simple goon. Raleigh used the behemoth in his attacks on his own campaign.

The Disruptor then pushed Thaxton to complete enhancements on Smasher and to create a control device for him to use. While he waited for that Disruptor staged an assault on Raleigh’s youth rally which brought him into personal conflict with Spider-Man. He managed to escape as part of his plan. His goons remained to wear down the hero before his final fight. When disruptor got word that Joe Robertson was working on a background check of Raleigh, he sent Smasher to bring the reporter to him dead or alive. (Amazing Spider-Man vol.1 #117 Feb 1973)

When Smasher returned to his base empty-handed he inadvertently lead Spider-Man to him. Disruptor tried to push Smasher to fight for him but a combination of the behmoth’s willpower and his own mis-use of the control device caused an overload in Smasher’s system that sent him on a pampage. In the struggle Raleigh was killed by Smasher.

After Spider-Man stopped Smasher, he took the Disruptor costume from Raleigh’s body and burned it before the police could see it to preserve the symbol that the political life of Richard Raleigh had become. (Amazing Spider-Man vol.1 #118 Mar 1973)
